الإطار المؤسساتي للنّظام الجديد للإستثمار ودور الشبّاك الوحيد في تحقيق مسعى تبسيط الإجراءات

Résumé: يشكل الإطار المؤسساتي للنّظام الجديد للإستثمار لاسيما من خلال جهاز الشبّاك الوحيد مقاربة لتحسين مناخ الفعل الإستثماري، ومن هذا المنطلق تهدف الورقة البحثية إلى تسليط الضوء على دراسة أثر هذا الإطار تحت مظلّة قانون 22-18 المتعلق بالإستثمار في تبسيط الإجراءات كمتغيرات أساسية للدراسة محل البحث. وعلى إثر ذلك خلصت نتائج البحث إلى أنّه من المبكر تقييم نجاعة جهاز الإستثمار، في انتظار إعمال كلّ الأطر التشريعية والتنظيمية المرافقة لقانون الإستثمار، وما يتصل بذلك من تفعيل لكلّ الآليات العملياتية سواء المادية أو الرقمية، فضلا عن جاهزية وانخراط كلّ الفواعل العمومية المعنية في هذا المسار، بشكل يكفل تأهيله كمحاور وحيد للمستثمر '' كأحقيّة تواجد ''. The institutional framework for the new investment regime, especially through the one-stop shop, represents an approach to improving the investment climate, in this context, the research paper aims to shed light on studying the impact of this framework under the Law 22-18 related to investment in simplifying procedures as fundamental variables for the study. The results of the research concluded that it is premature to evaluate the efficiency of the investment device, pending the implementation of all legislative and regulatory frameworks accompanying the investment law, and the activation of all operational mechanisms, whether material or digital, as well as the preparation and involvement of all public actors concerned in this process, in a way that ensure its qualification as the sole interlocutor for the investor (raison d'être).
