واقع استعمال نظم المعلومات الجغرافية والحوكمة الإلكترونية في الجزائر، وتأثيرهما على مناخ الاستثمار خلال الفترة 2010 – 2022

Résumé: يتناول هذا البحث، تقييم مناخ الاستثمار في الجزائر، من خلال دراسة واقع استعمال أنظمة المعلومات الجغرافية والحوكمة الإلكترونية في الجزائر، خلال الفترة الممتدة من سنة 2010 إلى سنة 2022، بحيث أضحى استعمال أنظمة المعلومات الجغرافية والحوكمة الإلكترونية من أوجه التطور والتقدم الذين تتنافس فيهما الدول، لكي تحظى بثقة المستثمرين المباشرين الأجانب. ولقد توصلنا من خلال هذا البحث، إلى أن مناخ الاستثمار في الجزائر لا يزال غير صحي وغير ملائم لاستقطاب الاستثمارات الأجنبية المباشرة، وذلك لتأثره بعدة عوامل جعلته ينعت بالوجهة الصعبة للمستثمرين، ولعل أهم هذه العوامل ضعف استعمال التقنيات الحديثة والحوكمة الإلكترونية، وهو ما أدى إلى تأخر الجزائر على مستوى جاذبية مناخها الاستثماري، وعلى مرتبتها ضمن الدول الأكثر فسادا. This research studies the investment climate in Algeria through studying the reality of the use of geographical information systems (GIS) and e-governance, during the period 2010 - 2022, so it's obvious that the use of GIS and e-governance has become one of the aspects of development and progress in which countries compete, to gain the confidence of the foreign direct investors. We have concluded through this research that the investment climate in Algeria is still unhealthy and inappropriate for attracting foreign direct investment, due to several factors that made it a difficult destination for investors, surely the most important of these factors is the weak use of modern technologies and e-governance, which led to a delay in the level of Attractiveness of the investment climate in Algeria, and its classification among the list of corrupt countries.
