Résumé: One of the most important secretions of cold war is the phenomenon of complementary experiments and regional organizations, the various complementary experiments in the interdependence time results to the creation and flourish of cooperative formulas and regional conglomerates and groupings. Among the most important of these experiments in Arab world is Gulf cooperation council, so it considers as Arab complementary experiment that characterized by its continuity in relative comparison with Arab countries experiences. However, opinions differ about the credibility of the sustainability of this experience in addition to the circumstances that led to it. From this point the importance of our study concerning this subject is evident by searching for the most prominent determinants that led to the birth of this experience and Variables that were the cause of its characterization by permanence and continuity.
