ترشيد الإنفاق الحكومي ودوره في علاج عجز الموازنة العامة للدولة ( دراسة حالة الجزائر 2007-2017)

Résumé: الملخص: جاءت هذه الدراسة للبحث في دور ترشيد الانفاق الحكومي في علاج عجز الموازنة العامة للدولة والتخفيف من حدته، وذلك من خلال تسليط الضوء على دراسة حالة الجزائر خلال الفترة الممتدة من سنة 2007-2017، وقد خلصت هذه الدراسة إلى أن الموازنة العامة في الجزائر عرفت عجزا دائما ومستمرا، نتيجة الاختلال الحاصل بين نمو الإيرادات العامة من جهة، ونمو النفقات العامة من جهة أخرى، كما قد ساهم انهيار أسعار النفط منذ منتصف سنة 2014، في تفاقم وتعميق هذا العجز، من خلال الآثار السلبية المترتبة عليه، على شقي الموازنة العامة (الإيرادات والنفقات)، وقد اتخذت الجزائر مجموعة من التدابير والسياسات لترشيد الانفاق الحكومي مما ساهم في التخفيف من حدة العجز في الموازنة العامة. Abstract: This study was conducted to examine the role of rationalizing government spending in the treatment of the state budget deficit and alleviating it by highlighting the case study of Algeria during the period 2007-2017. This study concluded that the general budget in Algeria As a result of the imbalance between the growth of public revenues on the one hand and the growth of public expenditure on the other. The collapse of oil prices since mid-2014 has exacerbated and deepened this deficit through its negative effects on the balance of the public budget (revenue and expenditure) Measures and policies to rationalize government spending, which contributed to the alleviation of the deficit in the public budget.
