مشاركة المواطنين في تسيير الشؤون العمومية المحلية

Résumé: الملخص: تعتبر مسألة إشراك المواطنين في تسيير شؤونهم العمومية المحلية من بين أحد أهم المؤشرات التي يقوم عليها الحكم الراشد، لذلك كان لا بد من إرساء آليات لتكريس هذه المشاركة على أرض الواقع بغية تماشي مختلف البرامج التنموية المسطرة وكذا القرارات المتخذة على المستوى المحلي مع طموحات مواطني المنطقة؛ لذلك سنحاول في هذا البحث تسليط الضوء على مبدأ مشاركة المواطن في تسيير شؤونه العمومية المحلية؛ بالتطرق أولا إلى الإطار القانوني الناظم لهذه المشاركة ومن ثم تحديد مفهومها كعنصر من عناصر الديمقراطية المحلية؛ وأخير إبراز تقنيات تجسيد الديمقراطية التشاركية على المستوى المحلي. Abstract : The issue of participation citizens in the management their local public affairs is one of the most important indicators to found good governance. In this matter it must be put up the mechanisms to concretize it in reality in the way that various development programs and decisions taken at the local level will adapt with the aspirations of the citizens in the area. In this paper, we try to highlight the principle of citizen participation in the management of local public affairs, it will be firstly to look at the legal framework that govern this participation and then, define its concept as an element of local democracy; The local level.
