الشرعية السياسية في ظل الأنظمة السياسية العربية – الواقع والمأمول

Résumé: ملخص: تعترض النظم السياسية على العموم العديد من المشاكل التي تحول دون تحقيق أمن واستقرار أنظمتها، وتواجه الأنظمة السياسية العربية جملة من الأزمات التي تشكل تحديات أمام استمرار واستقرار نظامها السياسي، حيث شهدت الأنظمة السياسية العربية العديد من الأزمات متعددة الأبعاد والزوايا كالأزمات الاقتصادية، الاجتماعية والسياسية ، ومن بين أهم وابرز الأزمات السياسية التي تعترض سير النظام السياسي هي أزمة الشرعية التي تعتبر مشكلة الحكم المركزية في الأنظمة السياسية العربية، وترجع أسبابها إلى ضعف العلاقة بين المجتمع والنظام السياسي القائم وهذا الأخير والمجتمع المدني، وما يترتب عنه طغيان السلطة ونظامها، وتغلغلها في ممارسة القهر والعنف حفاظا على بقاءها في الحكم، وكذلك المصادر التي تستمد منها السلطة شرعيتها في الأنظمة السياسية العربية، إذ هي مصادر تقليدية لا تعكس حقيقة الدولة الديمقراطية التي تبنى على أسس قانونية دستورية، هكذا تبدو الأزمة السياسية التي تمر بها أنظمة الحكم العربية أزمة شرعية متعددة الأوجه والمسارات، تتشابه في نوع المشكلة نتيجة التقارب في بنية أنظمة الحكم، وتختلف في درجات حدتها وتبلورها بسبب الاختلاف في طبيعة المجتمعات ومستوى رسوخ الدولة وتمايزها عن النظام السياسي الحاكم ، وقد جاءت هذه الورقة لإعطاء إطار نظري لكل من مفهوم الشرعية السياسية وإسقاطها على واقع النظم السياسية العربية بحثا عن مخرج لهذه الأزمة وفق ما يتماشى وخصوصية المنطقة العربية،محاولين الإجابة عن الإشكالية الرئيسية التالية: إلى أي مدى يمكن الحديث عن شرعية النظم السياسية العربية، وما هي سبل تجاوز أزمة الشرعية فيها؟ Abstract : Political regimes generally face many problems that prevent the security and stability of their systems. Arab political regimes face a number of crises that pose challenges to the continuity and stability of their political system. Arab political regimes have witnessed many multi-dimensional crises and angles such as economic, social and political crises, Among the most important political crises that hinder the functioning of the political system is the crisis of legitimacy, which is considered the problem of central government in the Arab political systems, due to the weakness of the Relationship between society and the existing political system, As well as the sources from which the authority derives its legitimacy in the Arab political systems, as they are traditional sources that do not reflect the reality of a democratic state that is based on constitutional legal foundations, and so on. The political crisis experienced by the Arab regimes seems to be a multi-faceted crisis of legitimacy, which is similar in nature to the problem of convergence in the structure of the ruling regimes, and it is different in its degree of sophistication and sophistication due to the difference in the nature of the societies and the level of statehood and its differentiation from the ruling political system. This paper provides a conceptual framework for both the concept of political legitimacy and its projection on the reality of the Arab political systems in search of a way out of this crisis, in line with the specificity of the Arab region, trying to answer the following main problem: to what extent can we talk about the legitimacy of Arab political systems, Beyond the crisis of legitimacy in them?
