آليات مكافحة ظاهرة تشغيل الأطفال دولياً و وطنياً

Résumé: الملخص: تعد ظاهرة تشغيل الأطفال من بين الظواهر الخطيرة التي عرفت انتشارا و ذيوعا كبيرين في المجتمعات الحديثة نتيجة لأسباب متعددة، حتى صارت تشكل قضية عالمية ومشكلة مستعصية تواجهها العديد من الدول، ولقد كشف أحدث تقرير لمنظمة العمل الدولية عن وجود13 مليون طفل عامل في الدول العربية تأتي منطقة المغرب العربي في الصدارة ب6.2 مليون طفل، تحتل الجزائر فيها المرتبة الأولى ب1.8 مليون طفل عامل بينهم 1.3 مليون تتراوح أعمارهم بين 6 و13 سنة وهذا الرقم يقارب الرقم الذي كشفت عنه الهيئة الجزائرية لتطوير الصحة وترقية البحث "فورام" وهذا ما جعل المهتمون بمجال الطفولة يدقون ناقوس الخطر وينادون بضرورة تفعيل حماية الأطفال في مجالات العمل، وهذا ما ستتم معالجته في هذه الدراسة وذلك من خلال التعرف على آليات حماية للأطفال العاملين على المستوى الدولي ثم بعد ذلك الوقوف على مدى تطبيقها في التشريع الجزائري من حيث فاعليتها الحمائية انطلاقا من النصوص و الواقع. of whom 1.3 million are between the ages Abstract: The phenomenon of child labour is one of the most serious phenomena that have been known to be prevalent and large in modern societies as a result of the causes multiple, to become a global issue and a intractable problem faced by many States, and the most recent report of the International Labour Organization has revealed about the 13 million children working in the Arab Maghreb region, with 6.2 million children, in which Algeria is ranked the first is 1.8 million children, of 6 and 13, and this figure is close to the figure revealed by Algerian Commission for the Development of health and promotion of research "foam" This has made the children concerned feel the alarm and call for the need for child protection to be activated in the areas of work, which will be addressed in this study by identifying the grounds for protection of children working at the international level and then by determining the extent to which they are applied in Algerian legislation in terms of their protective effectiveness from texts and reality.
