شباك التعمير للمقاطعة الإدارية في القانون الجزائري

Résumé: بهدف تنظيم المجال العمراني بشكل محكم، من خلال التخطيط والتنفيذ وفقًا لقوانين التهيئة والتعمير، وتفعيل آليات الرقابة الإدارية للسيطرة على الأنشطة العمرانية والحفاظ على النظام العام العمراني، تم تجسيد هذا الأمر في إطار قانوني، أبرزه المرسوم التنفيذي 15/19 الذي يحدد كيفية إعداد عقود التعمير وتعديلها وتكميلها بواسطة المرسوم التنفيذي 342/20، وإنشاء نافذة واحدة للتعمير على مستوى المقاطعة الإدارية كآلية أو إطار قانوني يمكن للإدارة من خلاله ممارسة الرقابة على مجالات التهيئة والتعمير، وتعزيز قيمة العقار كآلية للتمويل الاقتصادي والاجتماعي والثقافي، نظرًا للأبعاد الثقافية والهوية التي تعكسها مجالات البناء والهندسة المعمارية. The organization of the urban field in terms of planning and tight implementation of the rules of the Planning and Reconstruction Law and the activation of administrative control mechanisms in order to control urban activity and maintain urban public order was translated into the enactment of a legal arsenal, the most important of which is Executive Decree 19/15 that specifies the modalities for preparing and delivering construction contracts as amended and Complemented by Executive Decree 20/342 and the creation of the one-stop-shop for construction at the level of the administrative district as a mechanism or legal framework that enables the administration to extend control over the field of preparation, reconstruction and real estate valuation as an economic, social and cultural financing mechanism due to the dimensions of construction and architecture that reflect the culture and identity of society.
