المخطط التوجيهي للتهيئة و التعمير بين التشريع الجزائري و الواقع العملي

Résumé: تهدف هذه الدراسة إلى إبراز أهمية المخطط التوجيهي للتهيئة و التعمير، من أجل تنظيم و تحكم في وتيرة التحضر و تكريس الاستغلال العقلاني للعقار ، و غرس الوعي لدى المواطن بصفة خاصة و المجتمع المدني بصفة عامة لإحترام قواعد التهيئة و التعمير من خلال إشراكه في مسار إعداد هذه المخططات . ورغم هذه الأهمية البالغة التي يحتلها المخطط التوجيهي للتهيئة و التعمير إلا أنه من الناحية الواقعية يصطدم بالعديد من العقبات ، أدت في النهاية إلى عدم تحقيق الأهداف التي كانت منظرة منه .
