عبد الكريم قاسم ودوره في بناء الدولة العراقية إبان العهد الجمهوري (1958 - 1963)

Résumé: ملخص مثلت سنوات ما بين الحرب العالمية الثانية وثورة 14 تموز (جويلية) 1958م، مرحلة حاسمة في تاريخ العراق السياسي المعاصر، والتي نتجت عنها رغبة الطبقة السياسية والضباط الأحرار في التغيير الجذري للوضع القائم، فكانت ثورة 1958م، التي سعت إلى تحقيق الاستقلال الوطني وبناء نظام جمهوري. لقد أثرت فترة حكم عبد الكريم قاسم بشكل كبير على المشهد السياسي، العسكري، الاقتصادي والاجتماعي للعراق، خاصة وأن هذا البلد يكتسي أهمية بالغة في منطقة الشرق الأوسط. إن الهدف من هذه الدراسة هو تبيان إسهامات الرجل في بناء أطر الدولة الوطنية، وذلك بعد التخلص من الهيمنة الأجنبية التي مثلها نظام متعاون معها، وهذا من أجل التفرغ لتحقيق طموحات الجماهير الشعبية، من خلال الخيارات الوطنية للدولة العراقية. إن النتائج المتوصل إليها تمثلت في أن عبد الكريم قاسم كان رجلا وطنيا هدف إلى تحقيق دولة المواطنة والعدالة الاجتماعية، حيث آمن بأن مصلحة العراق فوق كل اعتبار، ساعيا إلى أن يجعل منه دولة مفصلية في محيطها العربي. Abstract The Iraqi contemporary political system passed over a historical decisive phase, in a period between the Second World War and July 14, 1958 revolution. Consequently, the political class and the Free Officers sought for a radical change to the existing situation, so the 1958 revolution began. The latter paved the way towards a national independence and establishing a republic system. Abdul Karim Qasim’s reign exerted an immense influence on the political, military, economical, and social scene of Iraq, especially since this country is of great importance in the Middle East. The aim of the current study is spotting the light on the contributions of this man in order to frame the national state after eliminating the foreign domination, which is represented by a collusion system, and this is for the sake of realizing the popular masses’ desires and their aspirations. The findings of the research demonstrate that Abdul Karim Qasim were a patriotic man who aimed to achieve a state of citizenship and social justice, as he believed that Iraq's interest was above all else, seeking to make it a pivotal state in its Arab environment.
