Résumé: ملخص: كان للطفرة الهائلة التي يشهدها عالمنا المعاصر في مجال تكنولوجيا الإعلام والاتصال انعكاسات إيجابية على حياة الإنسان، فقد أسهمت في تذليل الكثير من الصعاب التي يعانيها في شتى المجالات، إلا أنه بالمقابل كان لها أثر سلبي بارز يتعلق أساسا بانتهاك حقه في حرمة حياته الخاصة، ، فالتقنيات الحديثة مسّت التركيبة العضوية للإنسان كما مست أفكاره ووجدانه0 كما أنّه ظهرت تقنيات مراقبة تقوم بمراقبة الإنسان صوتا وصورة، فضلا عن أنّ التكنولوجيا بحواسيب آلية عن طريق بنوك معلوماتية فردية تجعل الحفاظ على الخصوصية أمرا بالغ التعقيد، ونتيجة المساس بالحق في الخصوصية هناك مطالب كبيرة بحماية البيانات الاسمية من تكنولوجيا الإعلام والاتّصال، كما بحث رجال القانون آليات وضمانات حماية هذه البيانات. كلمات مفتاحية: الإعلام، الاتصال، حقوق الإنسان، الحياة الخاصة، التشريع. Abstract: Huge leap that our contemporary world is witnessing in the field of information and communication technology has had positive repercussions on human life This jump has contributed to eliminate many obstacles that a person suffers from in many fields. Modern technology has touched the organic composition of the human being, as well as his thoughts and conscience, and surveillance techniques have appeared to monitor people voice and image, in addition to the fact that technology with automatic computers through individual information banks makes maintaining privacy a very complex matter, and as a result of compromising the right to privacy there are great demands for data protection from the nominal terms of information and communication technology, more over legal scholars discussed mechanisms and guarantees for the protection of this data
