اليات تفعيل المخطط الولائي في تحقيق التنمية المحلية

Résumé: تلعب الولاية مثل البلدية دور هام في تحقيق التنمية المحلية ،وذلك من خلال المخططات الولائية للتنمية (الممولة ذاتيا ) ، وكذا البرامج القطاعية غير الممركزة ( الممولة من قبل الدولة )، غير انه بالرغم من أن المخططات الأولى تعكس نظام اللامركزية و من ثم تجسد تنمية محلية فعلية إلا أنها تعرف عدة عراقيل حالة دون تحقيق تنمية محلية فعلية منها مشاركة المواطن غير المباشرة في اختيار المخططات التنموية ، بالإضافة إلى قلة الموارد الذاتية للولاية ...الخ . وعليه و لتفعيل دور مخططات الولاية للتنمية يجب تكريس عدة آليات من أهمها الإشراك المباشر للمواطن في اختيار مخططات الولاية للتنمية من جهة ، بالإضافة إلى تفعيل الإصلاحات المالية التي من شانها الرفع من مستوى الموارد الذاتية للولاية ،و التي ستعكس من خلال إقامة مخططات تعود بتنمية المحلية على مستوى الولاية المعنية. الكلمات المفتاحية: مخططات ، الولاية ، التنمية Summary: The state, such as the municipality, plays an important role in local development, through state (self-funded) development schemes, as well as non-centralized sectoral programmes (funded by the StateHowever, although the first schemes reflect the system of decentralization and thus reflect effective local development, they know several obstacles to effective local development, including the indirect participation of citizens in the choice of development schemes, as well as the lack of the state's own resources... etc. Thus, in order to operationalize the role of state development schemes, a number of mechanisms must be devoted to the direct involvement of citizens in the choice of state development schemes on the one hand.
