برامــج تكويـن المنتخبيــن المحلييــن وأثرهـا على أداء البلديـات فـي الجزائـر 2021-2023 دراسة حالة: « بلدية أولادجلال

Résumé: توضح هذه الدراسات الأثر الفعال الذي تلعبه برامج التكوين في ترقية أداء رؤساء المجالس الشعبية المنتخبة المحلية في الجزائر، راجع ذلك إلى الانعكاسات الإيجابية و ما تحققه هذه البرامج من تنمية محلية في جميع مجالات و تطوير الأساليب الإدارية للإدارة المحلية وبالخصوص الجهاز الإداري اللامركزي، واتساع دائرة المشاركة السياسية و الإدارية و تطبيق مبدأ الديمقراطية التشاركية، إلا أن دور البرامج التكوينية في تطوير مهارات رؤساء مجالس الشعبية المنتخبة، تبقى غير كافية و غير مستوفية الشروط اللازمة لمواجهة عراقيل عديدة وعوائق تحد من تطوير أداء المجالس الشعبية المنتخبة في ظل الرهانات الحديثة الطارئة. Studies show the effectives impact that traning programs play in improving the performance of heads of local elected popular councils in Algria, deue to the positive repercussions and the local developement achived by these programs in all fields, the developement of administrative methods for local administration, especially the decentralized administrative apparatus administrative and application of the principle of participatory democracy however, the role and in pact of traning programs in developing the skills of heads of elected popular councils, It remains in sufficient and does not meet the recessary conditions and faces many obstacles and obstacles the limit the developement of the heads of elected popular councils in light of modern mortgages.
