تطور النفقات العمومية وتأثيرها على النمو الاقتصادي دراسة قياسية حالة الجزائر خلال الفترة 1970-2014

Résumé: تهدف هذه الدراسة إلى اختبار العلاقة التوازنية بين الإنفاق الحكومي والناتج المحلي الإجمالي الحقيقي، واختبار صحة فرضية قانون واجنر على حالة الاقتصاد الجزائري باستخدام بيانات سنوية للفترة (1970-2014)، حيث َ تبين من خلال اختبار ديكي فولر الموسع وفيليب رونPP ) وADF (عدم سكون ّ المتغيرات عند المستوى باستثناء الناتج المحلي الإجمالي الحقيقي، وأصبحت ساكنة بعد أخذ الفرق الأول. وبتطبيق طريقة التكامل المشترك، ومن خلال اختبار السببية؛ أشارت نتائج اختبار التكامل المشترك إلى عدم وجود علاقة طويلة الأجل بين الإنفاق الحكومي والناتج المحلي في الجزائر كما وأظهرت نتائج اختبار السببية لغراينجر إلى وجود علاقة سببية ذات اتجاه واحد من الناتج المحلي الإجمالي نحو الإنفاق الحكومي مما يدعم قانون واجنر بأن النمو الاقتصادي يسبب الإنفاق الحكومي وليس كما تشير النظرية الكينزية. This study aims to examine the causality between government expenditure and economic growth and test the validity of the hypothesis of Wagner’s Law in Algeria, using the annual data for the period 1990-2012. We found from the Augmented Dickey-Fuller test (ADF), that the variables were non-stationary at levels except RGDP, but stationary in their first differences. By applying Vector Error Correction Model and the Co-integration test, the result shows the existence of long-run relationship between total government expenditure and economic growth in Algeria. Further, The Granger Causality test indicate that there is a unidirectional effect from real total government expenditure to real gross domestic product which supports the Keynesian’s hypothesis. Thus, this study empirically does not support the existence of Wagner’s Law in case of Algeria.
