التنويع الطاقوي كرهان استراتيجي لتحقيق التنمية المستدامة في اقتصاديات الدول الريعية

Résumé: سنحاول من خلال هذه الدراسة تسليط الضوء على الطاقة، نظرا لدورها المحوري في تحريك عجلة الاقتصاد ولاسيما في الدول الريعية التي تعد فيها العائدات النفطية المصدر الرئيسي في تمويل المشاريع التنموية، فعلى الرغم من محاسن الطاقات الأحفورية، إلا أن التغيرات الحاصلة في الشأن الطاقوي العالمي أضحى يلزم الدول الريعية بضرورة إدراج أحد أدوات السياسة الطاقوية والمتمثلة في "التنويع الطاقوي" من خلال خلق مزيج بين (الطاقات الأحفورية والطاقات المتجددة) بغية تخليص الدول الريعية من قبضة قطاع واحد ووحيد وهو قطاع المحروقات. لذا ينبغي على الدول الريعية أن تضع في الحسبان بأن التخلص من قبضة الاقتصاد الريعي يجدر بها أن تفكر جديا بضرورة التوجه نحو الطاقات المتجددة لتحقيق أبعاد التنمية المستدامة وأن تضع في الحسبان الاعتبارين التاليين : أولا: أنه لا يمكن تحقيق تنمية مستدامة في ظل الاعتماد المتزايد على الوقود الأحفوري، وثانيا: لا يمكن تحقيق الأمن الطاقوي بالاستناد للطاقات الأحفورية. بل يجدر بالدول الريعية أن تفكر جديا بضرورة التوجه نحو الطاقات المتجددة. وتكمن أهداف هذه الدراسة تسليط الضوء على ايجابيات الطاقات المتجددة على البعد البيئي من جهة، وإعطاء أولوية للتنويع الطاقوي باعتباره الخيار الاستراتيجي لتحقيق الأمن الطاقوي لاقتصاديات الدول الريعية والكفيل بتحقيق أهداف التنمية المستدامة على شتى الأبعاد (البيئية، الاقتصادية، الاجتماعية و الأمنية و السياسية) In this study, we will try to highlight energy because of its pivotal role in driving the economy, especially in the pioneer countries where oil revenues are the main source of financing development projects, despite the pros of fossil energy, But changes in global energy have made it clear that rent-seeking states must include a powerful policy instrument of “energy diversification” by creating a mix of (fossil and renewable energies) in order to lift rent-seeking countries out of the fist of one single sector, the fuel sector. Thus, rent-seeking countries should bear in mind that getting rid of the grip of rent-seeking economies should seriously consider the need to move toward renewable energies to achieve the dimensions of sustainable development and take into account the following considerations: First, there can be no sustainable development with increased reliance on fossil fuels, and secondly: Energy security cannot be achieved based on fossil energies. Rather, they should seriously consider the need to move toward renewable energies. The objectives of this study are to highlight the positive aspects of renewable energies on the environmental dimension, on the one hand, and to give priority to energy diversification as the strategic option for achieving energy security for the economies of the pioneer countries and ensuring the achievement of sustainable development goals in various dimensions (environmental, economic, social, security and political).
