واقع السياسة الاجتماعية بين الكلفة الاقتصادية والعدالة الاجتماعية في الجزائر: مقاربة تحليلية للفترة 2000-2020

Résumé: تهدف هذه الدراسة إلى تحليل واقع السياسة الاجتماعية في الجزائر من ناحية الكلفة الاقتصادية والعدالة الاجتماعية، وهذا عن طريق تسليط الضوء على تطور مخصصات التحويلات الاجتماعية خلال الفترة 2000-2020، أين قامت الدراسة بالاعتماد على المنهج الوصفي التحليلي للمعطيات الإحصائية، وبالوقوف على الآثار الإيجابية والسلبية للسياسة الاجتماعية وما ترتب عنه من عبء من الناحية الاقتصادية والاجتماعية. توصلت الدراسة إلى أن التحويلات الاجتماعية تعرف تزايدا ترتب عنه آثار سلبية دون تحقيق العدالة الاجتماعية نتيجة استفادة جميع فئات المجتمع (الفقراء والأغنياء) من هذا الدعم، الذي تولي الجزائر أهمية له من خلال المبالغ المرصودة ضمن الميزانية العامة للدولة، بما يثقل كاهلها ويؤدي إلى زيادة عجزها، وهو جد مكلف من الناحية الاقتصادية. This study aims to analyze the reality of social policy in Algeria in terms of economic cost and social justice, by shedding light on the evolution of the allocations for social transfers during the period 2000-2020, where the study relied on the descriptive analytical approach of statistical data, and by examining the positive and negative effects of the policy social and economic and social burden. The study concluded that social transfers are known to have increased negative effects without achieving social justice as a result of all segments of society (poor and rich) benefiting from this support, which Algeria attaches importance to through the amounts allocated within the state’s general budget, which burdens it and leads to an increase in its deficit. , which is very costly from an economic point of view.
