تحليل واقع تحصيل الجباية المحلية في البلديات الجزائرية: دراسة ميدانية

Résumé: الملخص: هدفت هذه الدراسة إلى تحليل واقع تحصيل الجباية المحلية في البلديات الجزائرية، وتحديد أبرز التحديات والعوائق التي تواجهها، و اقتراح الحلول لتحسين آليات التحصيل، حيث إعتمد البحث على المنهج الوصفي التحليلي ودراسة حالة ثلاث بلديات (عين تموشنت، بني صاف، وحمام بوحجر) خلال الفترة 2015-2017. أظهرت نتائج الدراسة أن واقع التحصيل ضعيف بشكل عام، ويعاني من فجوات كبيرة بين المبالغ المحصلة والمستهدفة، حيث تعزى هذه الفجوات إلى غياب التوعية، ونقص المتابعة، وضعف الرقابة والإجراءات القانونية، بالإضافة إلى التداخل في الصلاحيات والنقص في جودة التكوين. اقترحت الدراسة مجموعة من التوصيات لتحسين التحصيل الجبائي مثل تعزيز الوعي، تحسين آليات المتابعة والرقابة، وتبسيط الإجراءات، ورفع مستوى التكوين، وزيادة التنسيق بين مختلف الجهات المعنية. Abstract : This study aimed to analyze the reality of local tax collection in Algerian municipalities, identify the main challenges and obstacles facing them, and propose solutions to improve collection mechanisms. The research adopted a descriptive-analytical approach and a case study of three municipalities ( Aïn Témouchent, Beni Saf, and Hammam Bouhajar) during the period 2015-2017. The results of the study showed that the reality of collection is generally weak and suffers from large gaps between the amounts collected and the targeted amounts, where these gaps are attributed to the lack of awareness, lack of follow-up, weak control and legal procedures, in addition to overlapping powers and lack of quality training. The study proposed a set of recommendations to improve tax collection, such as enhancing awareness, improving follow-up and control mechanisms, simplifying procedures, raising the level of training, and increasing coordination between different stakeholders.
