المعيقات السياسية أمام تحقيق ديمقراطية تشاركية فعلية في الجزائر

Résumé: الملخص: تهدف هذه الورقة البحثية التطرق إلى جملة من المعيقات السياسية التي تقف حجرة عثرة أمام فاعلية ونجاعة الديمقراطية التشاركية، فرغم تكريس المشرع الجزائري للديمقراطية التشاركية في الدستور وفي قانوني البلدية والولاية من خلال التأكيد على تشجيع الدولة لها على مستوى الجماعات المحلية إلا أن هنالك ما يعيق تفعيلها ونجاعتها كضعف أطر ووسائل وآليات الديمقراطية التشاركية، ضعف الأحزاب السياسية، ضعف المجتمع المدني والفساد السياسي والإداري. Abstract : This article’s aim is to highlight the political obstacles, those witch prevent a smoothly running of participative democracy. Despite both the Algerian constitution, as the codes of local collectivities, have revealed an important law status for participative democracy, the real practices seem to reveal a set of contraindications, such as the weaken frames of democratic transition, damaged democratic process, the inability of political parties in the practice process, and those related to a small effectiveness of civil society, and in addition to a deep penetrated, political and financial corruption, the conclusion will reveal a worsened attempt to devote a real democratic transition process.
