ريوع النفط: بين لعنة الموارد، الفساد الاقتصادي وتداعيات الأزمة الحالية - قراءة تحليلية في أوجه النفط السلبية في الجزائر- Rent : Between The Resource Curse, Economic Corruption And The Impact Of The Current Crisis - Analytical Study Of The Inconvenient Of Oil In Algeria-

Résumé: تهدف هذه الدراسة إلى الكشف عن الوجه السلبي للنفط في الجزائر عبر ثلاث محاور رئيسية، بدء بالتطرق للعنة الموارد الطبيعية التي لازمت النفط –ومازالت-في الدول الريعية، من خلال البحث في أعراض وميكانيزمات المرض الهولندي في الاقتصاد الجزائري، ثمّ البحث فيما ولّده الريع النفطي من فساد وخاصة الاقتصادي منه، عبر تحليل علاقة التوأمة بينهما، بينما يقدّم المحور الثالث أبرز تداعيات الأزمة البترولية الحالية على الاقتصاد الوطني. وقد خلصت الدراسة إلى أنّه ورغم ما ساهمت به ريوع النفط في تمويل مخططات التنمية طيلة عقود، إلا أنّ آثاره السلبية على الاقتصاد الجزائري واستحالة تحقيق تنمية مستدامة بعوائد متقلّبة، تفرض ضرورة الإسراع في نقل الاقتصاد الوطني من الطبيعة الريعية إلى الإنتاجية عبر برنامج شامل للتنويع الاقتصادي. This study aims to reveal the disadvantages of oil in Algeria through three basic axes, First We discussed about the natural resource curse that has remained inherent renter states, by searching the symptoms and mechanisms of Dutch disease In the Algerian economy, second We reviewed the resulting oil revenues, Especially in the economic side, Through the analysis of the relationship between them, Finally, we pointed out the repercussions of the oil crisis on the national economy, the study concluded that Oil revenues contributed to the financing of development schemes for decades, but its negative effects imposed the need to move the national economy has a renter nature into a productive economy through a comprehensive program of economic diversification.
