الانعكاسات السلبية للعقوبات الاقتصادية الدولية على الأمن الإنساني ليبيا أنموذجا

Résumé: يعتبر موضوع العقوبات الاقتصادية الدولية كأحد الآليات والوسائل التي يلجأ إليها مجلس الأمن وفق الفصل السابع من ميثاق الأمم المتحدة، وذلك قصد المحافظة على السلم والأمن الدوليين، ولكي تتسم تلك العقوبات بطابع الشرعية الدولية أثناء فرضها يجب أن تراعى فيها الاعتبارات الإنسانية وذلك نتيجة ما يترتب عليها من انعكاسات خطيرة خاصة على الجانب الإنساني، ولقد تم التركيز على تحليل هذه الانعكاسات في ليبيا، في فترة تعرضها للحظر الاقتصادي، والهدف من إبراز تلك الانعكاسات الخطيرة، يتمثل في إعادة النظر في الآليات التي تحكم تلك العقوبات بحيث تصبح تتلائم والاعتبارات الإنسانية. The subject of international economic sanctions is considered as one of the mechanisms and means used by the Security Council in accordance with Chapter VII of the Charter of the United Nations. In order to preserve international peace and security, in order for these sanctions to be international in character, they must be taken into account in humanitarian considerations, as a result of their serious repercussions, especially on the humanitarian side. Emphasis has been placed on the analysis of these repercussions in Libya, during the period of economic embargo, and the aim of highlighting these serious repercussions, is to review the mechanisms governing these sanctions so that they are compatible with humanitarian considerations.
