التكتلات الاقتصادية كمدخل للتواجد في سلاسل القيمة العالمية-دراسة تحليلية لدول رابطة جنوب شرق آسيا-

Résumé: إن ركيزة هذه الدراسة مبنية على أساس تسليط الضوء على آثار التكتلات الاقتصادية، وإمكانية سد ثغرة العجز الاستثماري في ظل وفرة الموارد في البلدان النامية، وسير ركب الدول المتقدمة من خلال تحقيق مبدأ تكامل الموارد، وعليه فالهدف الأساسي من هذا البحث هو جعل التكتل الاقتصادي مسلك توسيع سلاسل القيمة الإنتاجية، بما يسمح بتبادل الموارد واكتساب الخبرات ونقل التكنولوجيا، وكذلك توفير البنى التحتية اللازمة لمناخ استثماري ملائم, حيث تم اتخاذ تجربة الآسيان كنموذج للدراسة، فكانت أهم النتائج المتوصل إليها، أنه بالفعل لآثار التكتل الاقتصادي بتخصيص الآثار الدينامكية منها، إنعكاس فعال من حيث الاستغلال الأمثل للموارد وخلق حلقات استثمارية، بالارتكاز على الاستثمارات الأجنبية المباشرة التي عززت المبادلات البينية في المنطقة، ومهدت طريق الإنفتاح والتواجد في سلاسل قيمة عالمية . كلمات مفتاحية: التكتل الاقتصادي، الاستثمار الأجنبي المباشر، الآسيان، سلاسل القيمة الإنتاجية،التنمية الاقتصادية. تصنيفات JEL : F12، O13 Abstract: This study is based on effectiveness of the effects of the economic bolcs, and the filling the investment deficit gap in developing countries, through the integration resources, so the main objective of this research, is to make the economic blocs the course of expanding produtive vlue chains allowing for the exchange of resources, the transfer of technology , and the position of infrastructure, for an appropriate investment climate. The Asean experience was used as model for this study, the most important result is that the effects of economic blocs by allocating dynamic one which have already had an effective reflection in terms of optimal utilization of resources and stimulate investment, which has strengthened the enter- regional exchanges and paved the way for openness and presence in global vlue chains.
