Résumé: The Algerian legislature has introduced the factual monthly system, anchored in the general land survey operations, which run parallel to the land protection service in a complementary relationship. Accordingly, after the dissolution of the National Survey Agency, the legislature included both the General Land Survey Directorate and the General Land Survey Service. The Real Estate Governorship remained managed by the Real Estate Governor, however, within the framework of the change made by the legislature in 2021, the Algerian legislature created a new position based on Article 17 of Decree 21/393 of 10/18/2021, which regulates the organization of interests , which is represented by a deputy real estate governor. The Ministry of Foreign Affairs has the General Directorate of State Property and its powers. He is considered a civil servant and is included in the list of senior positions in the state. He works under the responsibility of the property manager and is subject to his direct, peaceful instructions and supports him in the tasks provided for by law. This position has been created to reduce practical pressure on the Property Manager and help increase the pace of work. Within property management, this is done by delivering the best and completing the tasks assigned to him in less time, with less effort and with better results اخذ المشرع الجزائري بنظام الشهر العيني والذي تجسده عمليات المسح العام للأراضي والتي تمشي بالموازاة مع مصلحة الحفظ العقاري في علاقة تكاملية، وبناءا على ذلك قام المشرع بضم كل من مديرية المسح العام للأراضي ومصلحة الحفظ العقاري بعد حل الوكالة الوطنية واسماها مديرية المسح العام للأراضي والحفظ العقاري . وبقيت المحافظة العقارية مسيرة من قبل المحافظ العقاري إلا انه وضمن التعديل الذي احدثه المشرع في عام 2021 استحدث من خلاله وظيفة جديدة تمثلت في محافظ عقاري مساعد بناءا على المادة 17 من المرسوم 21/393 المؤرخ في 18/10/2021 الذي يحدد تنظيم المصالح الخارجية للمديرية العامة للأملاك الوطنية وصلاحياتها (الرسمية) . والذي يعد موظفا عموميا يدخل ضمن قائمة المناصب العليا للدولة وهو يعمل تحت مسؤولية المحافظ العقاري وتحت سلطته السلمية المباشرة ويساعده في المهام المحددة قانونا . وان هذه الوظيفة جاءت من اجل تخفيف الضغوطات العملية عن المحافظ العقاري والمساهمة في الرفع من وتيرة العمل داخل المحافظة العقارية وهذا بتقديم الافضل وانجاز المهام الموكلة له في وقت اقصر وبمجهود اقل ونتائج افضل .
