السياسة التجارية وعلاج الاختلالات في ميزان المدفوعات مجلس دول التعاون الخليجي أنموذجا 2010-2016

Résumé: تهدف السياسة التجارية إلى استخدام جملة من الأدوات والوسائل سواء من أجل التشجيع على الاستثمار، أو بقصد تطبيق سياسة حمائية، فهي خيارات متاحة أمام الدول تحدد علاقاتها مع العالم الخارجي، ويكون ذلك عن طريق إصدار تشريعات واتخاذ قرارات وإجراءات لوضعها حيز التنفيذ. ارتكزت السياسة التجارية في دول المجلس التعاون الخليجي - مثلما هو الحال في أغلبية البلدان النفطية - على النفط الخام بوصفه السلعة الرئيسية في هيكل الصادرات حتى بلغت نسبة مساهمته في هيكل الصادرات ما يقارب 73%، وقد أدى هذا الإعتماد المطلق على النفط إلى تذبذب حجم عوائد الصادرات وهبوطها بسبب عدم استقرار اسعار النفط الخام في السوق الدولية، وهو ما يرجع بالأساس الى الازمة بين دول الخليج، وقد لاحظنا عجز في ميزان المدفوعات القطري بعد قطع علاقاتها مع باقي دول الخليج. Trade policy aims to use a series of tools and means to encourage investment as well as to apply a protective policy because they are considered as options available to States to define their relations with the outside world through the implementation of legislation, decision-making and taking actions to operationalize them. GCC trade policy - as in most oil countries - was based on crude oil as the main commodity in the export structure., so that the Council’s contribution in the export structure reached about 73%. This total reliance on oil has led to a fluctuation and a decline in the volume of export revenues as a result of the instability of the crude oil prices on the international market. This is mainly due to the crisis between the Gulf states. Qatar’s balance of payments deficit has been noticed after severing ties with other Gulf countries.
