تجارب بعض الدول عن استثمار الوقف في التعليم الجامعي (برنامج مقترح للجامعات العراقية)

Résumé: يهدف البحث الى بيان اهمية استثمار الوقف والصيغ الاستثمارية الوقفية في التعليم الجامعي ، والمعوقات التي تحول دون تفعيل نظام الوقف التعليمي، والاستفادة من التجارب الناجحة في استثمار الوقف في بعض الدول مثل (أمريكا و السعودية وتركيا والسودان). وتوصل البحث الى ان الاستثمار في الوقف يعزز الموارد الذاتية للجامعة ويحقق لها الاستقلالية فضلا عن كونه احد مصادر التمويل البديلة التي يمكن للجامعات الاعتماد عليها، و يساهم في دعم الانشطة التي تحسن مستوى الجامعات في التصنيفات العالمية، ويقترح البحث بناء نموذج مستقبلي في الجامعات العراقية يعتمد على الاستثمارات الوقفية يرسخ من دورها في التنوع والتعددية الثقافية، ولتخفيف العبئ عن موازنة الدولة فيما يتعلق بالإنفاق على الخدمات التعليمية مما يتطلب سن القوانين والتشريعات التي تحكم عمل استثمار الاوقاف في خدمة التعليم الجامعي . The research aims to show the importance of investing the endowment and endowment investment formulas in university education, and the obstacles that prevent the activation of the educational endowment system, and to benefit from successful experiences in investing the endowment in some countries such as (America, Saudi Arabia, Turkey and Sudan). The research found that investing in the endowment enhances the university's own resources and achieves its independence, in addition to being one of the alternative sources of funding that universities can rely on, and contributes to supporting activities that improve the level of universities in international rankings, and the research suggests building a future model in Iraqi universities based on Endowment investments consolidate their role in diversity and cultural pluralism, and to reduce the burden on the state's budget with regard to spending on educational services, which requires the enactment of laws and legislations that govern the work of endowment investment in the service of university education.
