تقييم أساليب قياس المخاطر الائتمانية في البنوك الإسلامية – تجربة الجزائر أنموذجا-

Résumé: تهدف هذه الدراسة إلى تسليط الضوء على واقع تطبيق أساليب قياس المخاطر الائتمانية في البنوك الإسلامية العاملة في الجزائر، باعتبار أنّ المخاطر الائتمانية من أكثر المخاطر التي تواجه هذه البنوك، وذلك من خلال تقييم هذه الأساليب ومعرفة مدى مسايرة البنوك الإسلامية في الجزائر للإصلاحات الواردة في اتفاقية بازل 2 وبازل 3 بشأن أساليب قياس المخاطر الائتمانية، وكذا معرفة الجهود المبذولة من طرف مجلس الخدمات المالية الإسلامية بإعداد معايير مناسبة لقياس المخاطر الائتمانية تُراعي خصوصية البنوك الإسلامية، وتم الاعتماد على المنهج الوصفي التحليلي. وتوصلنا من خلال هذه الدراسة إلى أن البنك المركزي الجزائري قد ألزم البنوك الإسلامية العاملة في الجزائر بإتباع الطريقة المعيارية التي جاءت بها اتفاقية بازل 2 لقياس المخاطر الائتمانية، وبالتالي فهو لا يراعي خصوصية وطبيعة البنوك الإسلامية المتميزة. This study aims to highlight the reality of applying credit risk measurement methods in Islamic banks operating in Algeriasince credit risk is one of the most serious risks facing these banks. This is done by assessing these methods and knowing the extent to which Islamic banks in Algeria comply with the reforms contained in the Accord of Basel II and Basel III on methods of measuring credit risk, as well as the efforts made by the Islamic Financial Services Council to prepare appropriate standards for measuring credit risk which take into account the specificity of distinguished Islamic banks. The analytical descriptive approach was adopted. Through this study, we have concluded that the Central Bank of Algeria has obliged the Islamic banks operating in Algeria to follow the standard method of the Basel II Accord to measure credit risks and therefore does not take into account the specificity and nature of the distinct Islamic banks.
