استراتيجية التهيئة الإقليمية لتحقيق التنمية المستدامة و الفاعلية الإقتصادية - المخطط الوطني لتهيئة الإقليم و تنميته(snat) نموذجا-

Résumé: الملخص استحدث المشرع الجزائري قانون تهيئة الاقليم والتنمية المستدامة، بموجب القانون رقم 01/20 المؤرخ في: 27 رمضان 1422 الموافق لـ: 12 ديسمبر 2001، بغرض العمل على الاستعمال الأمثل للمجال الوطني من خلال التوزيع المحكم و الملائم لسكان وللأنشطة الاقتصادية والهياكل الأساسية في إطار التنمية المستدامة، وذلك بواسطة المخطط الوطني الذي عليه اعادة الاعتبار للإقليم ووضع الخطوط العريضة من خلال سياسة إقليمية تتضمن تصحيحات من أجل نموذج جديد لتنمية وتهيئة الجزائر في افاق سنة 2030. فالمخطط الوطني لتهيئة الإقليم وتنميته المستدامة والذي تمت المصادقة عليه بموجب القانون 10/02 وضع حجر الأساس والبوادر الأولية التي تتيح الربط بين مختلف النشاطات التنموية الإقتصادية والإجتماعية مع ضرورة المحافظة على البيئة وتحقيق استدامتها. وقد ارتأينا أن نجري هذه الدراسة للتفصيل أكثر في هذا الموضوع وقد قسمناها إلى مباحث ثلاث تناولنا في الأول: مفهوم المخطط الوطني لتهيئة الإقليم، وفي الثاني استراتيجية تنفيذه، فيما تناولنا في الأخير وثائق التحضير والإعداد وتجسيده. Abstract The Algerian legislator introduced the Law on territorial planning and Sustainable Development, according to Law No.01/20 of 27 Ramadan 1422 corresponding to December 12th, 2001, with the aim of working on the optimal use of the national domain through a tight and appropriate distribution of population, economic activities and infrastructure within the framework of sustainable development, via a national scheme that has to restore the region and to outline a regional policy including corrections for a new model for developing and planning Algeria for the 2030 horizons. The national spatial master plan and its sustainable development, which was approved by Law 10/02, laid the foundation and the initial signs that allow the linking between the various economic and social development activities with the need to preserve the environment and achieve its sustainability. We decided to conduct this study to detail this topic, and we divided it into three chapters: the first on the concept of The national spatial master plan; the second for the strategy for its implementation, while, in the third one, we dealt with the preparation documents and its implementation.
