هجرة الكفاءات و تحديات بناء اقتصاد المعرفة -مع الاشارة لحالة الجزائر

Résumé: تهدف هذه الدراسة إلى تسليط الضوء على موضوع هجرة الكفاءات و تحديات بناء اقتصاد المعرفة مع الاشارة لحالة الجزائر، حيث تسعى أغلب الدول إلى الاندماج باقتصاداتها نحو اقتصاد المعرفة الذي يعتمد اعتمادا كبيرا على عامل المعرفة كأهم عامل من عوامل الإنتاج. و باعتبار الكفاءات العلمية هي الوعاء الذي يحتوي على هذه الثروة و يمتلكها، أصبح موضوع هجرة الكفاءات يشكل تحديا كبيرا أمام الدول النامية للاندماج في اقتصاد المعرفة. و قد توصلت الدراسة أنه لهجرة الكفاءات آثار سلبية على التنمية الاقتصادية و منها بناء اقتصاد المعرفة، إذ لا يمكن النجاح في توجيه الاقتصاد نحو اقتصاد المعرفة إلا بإبلاء الاهتمام الكافي بالكفاءات العلمية عن طريق توفير البيئة الملائمة التي تعمل على جذب هذه الكفاءات نحو الداخل بعيدا عن الأسباب المكرسة لهذه الهجرة كالبطالة و سوء الأوضاع الاجتماعية و ازدراء العلم و العلماء. Abstract: This study aims to shed light on the issue of the migration of competencies and the challenges of building a knowledge economy - with reference to the case of Algeria, as most countries seek to integrate their economies towards a knowledge economy that depends heavily on the knowledge factor as the most important factor of production. As the scientific competencies are the container that contains and owns this wealth, the issue of brain drain has become a major challenge for developing countries to integrate into the knowledge economy. The study concluded that the migration of competencies has negative effects on economic development, including building a knowledge economy, as it is not possible to succeed in directing the economy towards a knowledge economy without paying sufficient attention to scientific competencies by providing the appropriate environment that works to attract these competencies inward away from the reasons devoted to this migration, such as unemployment, poor social conditions, and contempt for science and scholars
