Résumé: Today, we are in an era of information and communication technology, where we hardly see anything or feel it but we find it mixed with technology. As an open system that affects and is influenced by the environment in which it lives, the latter has many variables and influences. The management of human resources is one of the most important functions of the institution. In addition, we know that man is the focus of the administrative process. He must develop his abilities and knowledge in line with the changes of the environment if any institution wants to take the lead and achieve competitive advantage. The aim of this study was to find out the role of information and communication technologies in improving the operational level of human resources management in the cement establishment in the state of Tebessa. To understand the matter, the observation and the form were taken and a sample of 69 workers was taken. To analyze the data, Execle2013 and v22.SPSS were used. One of the main findings of this research paper is that ICTs in human resources management contribute to the clarity and development of the competencies and responsibilities of the employees in the electronic administration. This leads to rapid access to the necessary information to perform the work and facilitate communication between employees and administrative levels, The electronic management of human resources works to reduce costs and enhance performance and improve it; Intranet also allows staff to be informed of working hours and leisure hours, and get holidays by submitting applications in the form of messages Tronah allowing time gain. And improving the quality of services provided to human resources. It is clear through the study that the institution has an information and communication technology infrastructure that can contribute to improving human resources management, such as: computers, various software, internet and intranet networks, security and surveillance devices and attendance devices. An analysis of the results of the hypothesis test showed that the impact of information and communication technology (ICT) on improving the operational level of human resources management at the institution under study was of an average level
