تكريس الحكم الراشد من خلال الشعبية المحلية

Résumé: الملخص: إن فكرة الحكم الراشد تدور بشكل عام حول عملية صنع القرار و طرق و تقنيات إدارة الأعمال أيا كانت مستوياته، حيث يشمل مفهوم الحكم الراشد على المستوى الداخلي الإدارة المركزية و الإدارة اللامركزية أو الإدارة المحلية مجسدة في المجالس المحلية المنتخبة التي تعتبر الأداة الأكثر فعالية في تكريس مبادئ الحكم الراشد على الواقع. حيث أنها هي التي تجسد اللامركزية الإدارية التي تعتبر معيارا من معايير الحكم الراشد، كما أنها تعتبر نموذجا آخر لمشاركة المواطن في صنع القرار والتسيير المحلي ، حيث أن هذه المجالس تعمل في جلسات علنية وللمواطن الحق في حضورها والاطلاع على قراراتها و بالتالي يستطيع أن يراقبها. Abstract: The concept of good governance revolves around the process of decision-making and the methods and techniques of business management at any level. The concept of good governance at the internal level includes central administration, decentralized administration or local administration embodied in elected local councils, which is the most effective tool in devoting Principles of good governance on the ground. As they are the embodiment of administrative decentralization, which is a standard of good governance, and it is another example of citizen participation in decision-making and local governance, as these councils work in public sessions and citizens have the right to attend and see their decisions and can therefore monitor them.
