المخطط البلدي للتنمية من الجيل الجديد، رهان برنامج كابدال لتحقيق التنمية المحلية في الجزائر

Résumé: إن نجاح العملية التنموية على المستوى المحلي "الجماعة الإقليمية" يتطلب استقلالية مالية للجماعة الإقليمية، وتوفر مصادر تمويل لصالح هذه الأخيرة، ووضع خطط وبرامج تنموية ناجحة ومنتجة للثروة والتنمية، وتعتبر المخططات البلدية للتنمية من بين المخططات المهمة لصرف النفقات المحلية، وتعد هذه المخططات السمة البارزة التي طبعت التسيير المحلي البلدي منذ سنة 1973، وبإطلاق مشروع "كابدال "النموذجي الموجه للتنمية المحلية بمقاربة تشاركية، تم استحداث ما يعرف بالمخططات البلدية للتنمية من الجيل الجديد كتخطيط تجريبي في مجموعة من البلديات النموذجية على المستوى الوطني. في هذا المقال سوف نتعرف على طبيعة هذه المخططات البلدية للتنمية من الجيل الجديد التي جاء بها كابدال ودورها في تحقيق التنمية المحلية . The success of the development process at the local level "regional community" requires a financial independence of the regional community, an availability of sources of funding for the latter, a development of successful and productive plans, and programs for wealth and development. Municipal development plans are among the important schemes for the disbursement of local expenditures. These schemes are the prominent feature that has characterized local municipal management since 1973. With the launch of the "CapDel" model project aimed at local development with a participatory approach, the “so-called” new generation municipal development plans have been developed as pilot planning in a group of Model municipalities at the national level. In this article we will learn about the nature of these Municipal plans for development of the new generation brought by CapDel, and its role in achieving local development.
