التعمير بالمناطق الصحراوية في التشريع الجزائري

Résumé: عندما نفكر في جعل الصحراء التي تشكل غالبية الأراضي الجزائرية أرضية ملائمة لاستيعاب التوسع العمراني، فإن هذا لا يتم إلا بدراسة سمات البيئة الصحراوية وكذلك دراسة ما يلائم تلك البيئة من أنماط عمرانية تناسب الحياة في المناطق الصحراوية، لذلك يسعى هذا البحث إلى دراسة الأحكام القانونية الواردة في المرسوم التنفيذي 27/14 المؤرخ في 01 فيفري 2014 الذي يعتبر أول نص تنظيمي يحدد القواعد القانونية الناظمة لخصوصية البناء بهذه المناطق بتحليل وتحديد المواصفات العمرانية والمعمارية والتقنية المطبقة على البنايات في ولايات الجنوب، وذلك للوصول إلى تطوير أسس التشكيل العمراني بهذه للمدن وهي مفاتيح النجاح للتنمية العمرانية بالمناطق الصحراوية وذلك للوصول إلى الهدف المنشود وهي التخطيط السليم للمدن الصحراوية الجديدة. When we think about making the desert which constitutes the majority of Algerian lands, a suitable ground to accommodate urban expansion this is only done by studing the features the desert environment as well as studing what is appropriaite for that environment is terms of urban patterns suitable for life in desert areas.therfore this resarch aimes to study the legal provisions contained in executive Decree 14/27 no of 1st february which is considered the first regulatory text that defines the rules governinig the specificity of construction in these areas by analyzing and determininig the urban.; architectural and technical spécifications Applied to buildings in the southern states, in order to reach the development of the foundations of the urban development in desert areas in order to reach the desired goal., which is the proper planning of new desert cities.
