Résumé: ما حدث في بداية سنة 2022 كان مفاجأة من العيار الثقيل، جراء أفعال روسيا من تدخل عسكري على جارتها أوكرانيا، مستندة في ذلك لمبررات وأسباب منها ما هي مباشرة وأخرى غير مباشرة، حيث أن الجانب الروسي حاول إضفاء طابع المشروعية الدولية على أعماله العسكرية في أوكرانيا، معتبرا انه دفاع شرعي، كل هذه المعطيات دفعتنا للبحث عن مدى مشروعية التدخل الروسي طبقا لقواعد القانون الدولي العام من جهة، ومن جهة أخرى ركزنا على دور أهم جهازين في الأمم المتحدة، آلا وهما مجلس الأمن والجمعية العامة، محاولين تقييم مدى نجاعة الجمعية العامة للأمم المتحدة في تكريس أهم مبدأ للمنظمة، والمتمثل في حفظ السلم والأمن الدوليين، أمام عزوف وعجز مجلس الأمن على حل الأزمة الروسية الأوكرانية، بسبب حق النقض الروسي، وانقسام أعضاء المجلس بين معارض ومؤيد ورافض للتصويت على إدانة روسيا. What happened at the beginning of 2022 was a high-calibre surprise. as a result of Russia's acts of military intervention against its neighbour, Ukraine, based on justifications and reasons, including direct and indirect international legitimization of the Russian side's military actions in Ukraine, Considering that it is a legitimate defence, all these data prompted us to look for the legitimacy of Russian interference in accordance with the rules of public international law on the one hand, On the other hand, we focused on the role of the two most important organs of the United Nations. the Security Council and the General Assembly, trying to assess the effectiveness of the United Nations General Assembly in upholding the Organization's most important principle s failure to resolve the Russian-Ukrainian crisis s right of veto ", owing to the Russian veto, and the division of Council members between opposition, supporter and refusal to vote on Russia's condemnation.
