واقع مراكز الفكر والدراسات في الجزائر بين الضرورة الإستراتيجية و رهانات المستقبل
Résumé: تناولت هذه الدراسة موضوع "واقع مراكز الفكر والدراسات في الجزائر بين الضرورة الإستراتيجية و رهانات المستقبل", حيث يهدف هذا الموضوع إلى تسليط الضوء على البحث العلمي و الاهتمام بمؤسساته,كالجامعات ومراكز الأبحاث التي لها دور أساسي في عملية صنع القرار, و يهدف إلى دراسة وتحليل دور مراكز الفكر والدراسات في تحديد المسارات التي تسلكها الدول في تعاملها مع القضايا والتنبؤ بالمستقبل, مع التركيز على واقع مراكز الفكر والدراسات في الجزائر والتعمق في أسباب عدم فعاليتها, بالإضافة إلى ذلك تهدف الدراسة إلى تقديم أهم المراكز البحثية في العالم وكيفية تأثيرها على عملية صنع القرار, وفي الختام قدمت الدراسة تحليلا لأهم المعوقات التي تواجه فعالية المراكز البحثية في الجزائر وسبل النهوض بها لبناء دولة متطورة أساسها التقدم العلمي, وخلصت الدراسة إلى نتيجة مفادها أن غياب الفكر الاستراتيجي عن مؤسسة الدولة الجزائرية تسبب في ركود متقطع النظير يجعل قراراتها عشوائية غير قادرة على التنبؤ بالمستقبل This study deals with "The reality of think tanks and studies in Algeria between strategic necessity and future stakes", as this topic aims to shed light on research and interest in its institutions, such as universities and research centers that have a fundamental role in the decision-making process, and aims to study and analyze The role of think tanks and studies in determining the paths that countries are taking them in dealing with issues and predicting the future, focusing on the reality of think tanks and studies in Algeria and delving into the reasons for their ineffectiveness, in addition the study aims to present the most important research centers in the world and how they affect the decision-making process In conclusion, the study presented an analysis of the most important obstacles facing the effectiveness research centers in Algeria and ways to advance them to build an advanced state based on scientific progress, and concluded that the absence of strategic thinking from the Algerian state institution has caused a peerless recession that makes its decision random and unable to predict the future
