خوصصة البنوك العمومية الجزائرية في ظل الأزمة النفطية: بين الحتمية والقيود

Résumé: الملخص: تزامنا والظروف الاستثنائية التي يمر بها الاقتصاد الجزائري نتيجة للأزمة النفطية،وفي ظل مساعي خوصصة البنوك التي تضمنها مشروع قانون المالية لسنة 2017،تهدف هذه الدراسة إلى تحديد أهم القيود التي تحول دون خوصصة البنوك العمومية رغم كونها وسيلة لإيجاد موارد تمويل إضافية لخزينة الدولة. في هذا الإطار، تفصل هذه الورقة البحثية من جهة في الأسباب التي تجعل من خوصصة البنوك العمومية أمرا حتميا وذلك بتحليل الوضعية التي آلت إليها هذه البنوك بعد مرور أزيد من 3 سنوات على بداية الأزمة النفطية، ومن جهة أخرى تسلط الضوء على القيود ذات الأبعاد المختلفة والتي تحول دون خوصصة هذه البنوك. Abstract: Due to the exceptional situation experienced by the algerian economy as a result of the oil crisis, and considering the draft of the finance act for the year 2017 aimed at the privatization of banks, this study aims to shed light on the constraints which prevent the privatization of the algerian public banks, despite the importance of the additional resources that this operation will provide to the state treasury. In this context, and through this paper, we will first discuss the causes that make the privatization of public banks an indispensable solution, and this by analyzing the current situation of these banks, especially after more than three years of oil crisis, and then identify the constraints that prevent the privatization of these financial institutions.
