تكييف النظام السياسي الجزائري على ضوء دستور الجزائر لسنة 2020

Résumé: إن مسألة البحث في طبيعة النظام السياسي الجزائري، هي مرتبطة بالأساس بتحديد العلاقة بين السلطة التنفيذية و السلطة التشريعية. وفي هذا الصدد، جاء دستور الجزائر لسنة 2020، بمستجدات هامة في مجال تنظيم السلطات و العلاقة بينهما. و التي تبرز من ناحية العلاقة العضوية بين السلطة التنفيذية و السلطة التشريعية، من حيث طبيعة تكوين السلطة التنفيذية وتكوين الحكومة التي أصبحت مقترنة بنتائج الانتخابات التشريعية. كما تبرز كذلك، من ناحية العلاقة الوظيفية بين السلطة التنفيذية و السلطة التشريعية، من حيث مظاهر التعاون الوظيفي، و مظاهر التوازن الوظيفي بينهما. كل ذلك سمح بتحديد طبيعة النظام السياسي الجزائري الذي أصبح يعتبر نوع من الأنظمة شبه الرئاسية المتوازنة. The issue of exploring the Algerian political system nature is mainly related to determining the relationship between the executive and the legislative powers. In this regard, the Constitution 2020, brought important developments in the field of organization of powers and the relationship between them which stands out in terms of the organic relationship between the executive and the legislative power, in terms of the nature of the composition of the government, which became associated with the results of the legislative elections. It also stands out, in terms of the functional relationship between the executive and the legislative power. All this allowed to define the nature of the Algerian political system, which has come to be considered a kind of balanced semi-presidential system.
