الهجرة غير الشرعية في الجزائر بين التهديدات و استراتيجية مكافحتها

Résumé: تعد الهجرة غير الشرعية من بين أهم الموضوعات التي شدت و لا تزال تشد اهتمام الدارسين والفاعلين والسياسيين .تختص الدراسة بواقع هذا التهديد بين الطرفين الإفريقي والأوروبي اي الهجرة من الجنوب الإفريقي نحو الشمال الأوروبي . و هذا في ثلاثة محاور أساسية تدرس الهجرة غير الشرعية في الجزائر نحو أوروبا من منظور فقدان حق التنمية دافع أساسي للهجرة و البحث عن العيش الأنسب ، أي بفقدان الحق الأساسي أباح حق البحث عن الأفضل خارج الحدود الوطنية . و الأخذ بالدراسة الحالة الإفريقية الأوروبية من خلال جملة الاتفاقيات و المعاهدات واللقاءات التي أبرمت عبر العديد من فترات الزمن والتي كان من بين محاورها الأساسية دوما ظاهرة الهجرة غير الشرعية و ما السبيل إلى حلها . واستعانة الجزائر بمجمل هذه الاتفاقيات الدولية والاقليمية لمواجهتها و التي تندرج ضمن مجهوداتها الرامية للحد من هذا التهديد ، الا ان رغم هذا يبقى هذا التهديد قائما مما خلق عديد الانعكاسات على الوضع العام في الجزائر . The study is concerned with the reality of this threat between the African and European parties, namely, migration from southern Africa to the north of Europe. In three main axes, illegal migration in Algeria toward Europe from the perspective of losing the right to development is considered a main motive for migration and searching for the best living, i.e. by losing the basic right, allowing the right to seek the best outside the national borders. The study introduced the European-African model through a number of agreements, treaties and meetings that have been concluded over many periods of time, and whose main axes have always been the phenomenon of illegal migration and what is the way to solve it. Algeria's use of all these international and regional conventions to counter them, which are part of its efforts to reduce this threat, remains, however This created many repercussions on the general situation in Algeria.
