هندسة التكوين وضمان جودة التعليم في الجزائر

Résumé: أصبح يحتل موضوع هندسة التكوين و ضمان الجودة في التعليم مكانة بارزة في سياسة الدولة التعليمية خاصة وأن النجاح في تطبيقها مفهوما وممارسة يشكل اللبنة الأساسية لتطبيق منهج إدارة الجودة الشاملة و الوصول نحو الاعتمادية العالمية.لقد أدركت السلطات الجزائرية ضرورة الاهتمام بهندسة التكوين وتطبيق نظام ضمان الجودة في المؤسسات الجامعية، و الدليل على ذلك، أصبح هذا الموضوع يأخذ مكانة بارزة في أدبيات قطاع التعليم العالي ويتجلى ذلك من خلال وضع التشريعات وإنشاء الهيئات والآليات المناسبة لتطبيق نظام ضمان جودة التعليم العالي(المنشورات والقرارات والتقارير الوزارية والوثائق). تسع هذه الدراسة إلى إبراز العلاقة الجدلية بين هندسة التكوين البيداغوجي وضمان الجودة في الجامعة و التأثير المتبادل بين متطلبات هندسة التكوين ومخرجات التكوين (إنتاج الكفاءات و قابليتها للتشغيل). The theme of the engineering of training and quality assurance in education has become a prominent feature in the State's educational policy. The success of its implementation as a concept and practice constitutes the basic building block applying the total quality management (TQM) approach and for a global and universal achievement. The Algerian authorities have realized the need to care of the engineering of training and the implementation of quality assurance system at the university institutions. Therefore, this has become a prominent issue in the literature of the higher education sector. This has been reflected in the development of legislation and the establishment of appropriate mechanisms to implement the quality assurance in tertiary education (Publications, resolutions, ministerial reports and documents). This study highlights the dialectical relationship between the engineering of pedagogical formation and quality assurance at the university and the mutual influence between the training requirements and its outputs (production of competencies and their employability).
