استراتيجية تنمية المناطق الحدودية بالجزائر بين التحديات والمقومات

Résumé: تهدف هذه الورقة البحثية إلى تقييم الاستراتيجية الوطنية لتنمية المناطق الحدودية بالجزائر في ظل التحديات والتهديدات التي تواجهها، والمقومات التي تحتويها، والبحث في الفرص التي يمكن أن تستغلها الجزائر من خلال الإمكانيات التي تحتويها هذه المناطق الحدودية من ثروات طبيعية ومنجمية وشمسية وطاقوية هامة، والموقع الاستراتيجي لها، وقد خلصت الدراسة إلى نتيجة مفادها ضرورة احتكام الجزائر إلى خطة استراتيجية تتضمن وضع رؤية اقتصادية واجتماعية واضحة المعالم لتنمية تلك المناطق، واستغلال نقاط القوة و مجابهة نقاط الضعف، بالإضافة إلى اعتماد المنهج التشاركي. This research paper aims at evaluating the national strategy for the development of border regions in Algeria in view of the challenges and threats it faces, and the constituents it contains. Furthermore, exploring the opportunities that can be exploited by Algeria through the potential that these border areas contain, including important natural, mining, solar and energy resources, and their strategic location. Therefore, the study led to a conclusion that the strategy adopted by Algeria for the development of the border areas must be based on a strategic plan which includes establishing a clear economic and social vision for the development of these areas.
