تمويل التعليم العالي والبحث العلمي بين تعدد المصادر وتفاوت نسب الانفاق

Résumé: تهدف هذه الدراسة إلى التعرف على مصادر تمويل التعليم العالي والبحث العلمي، ومن ثم التطرق لواقع وآفاق التجربة الجزائرية، ففي الوقت الذي استطاعت فيه بعض الدول أن تكون ناجحة في مجال تمويل البحث العلمي من خلال العمل على إيجاد آليات ووسائل تمكنها من توفير الميزانيات اللازمة للإنفاق على البحث العلمي وتنويع مصادره، مازالت الدول العربية خارج دائرة التطور العلمي حيث تواجه المؤسسات البحثية والجامعية الكثير من المشاكل والتحديات، من أهمها انخفاض مستويات التمويل، تعثر الأبحاث العلمية وتراجعها المستمر، ناهيك عن انخفاض نسبة إسهام القطاع الخاص في المؤسسات البحثية وهذا ماينطبق على واقع الجزائر في هذا المجال فهي من بين الدول التي تتبع في تمويلها لقطاع التعليم العالي على الدولة، والتي اهتمت بالإنفاق على هذا القطاع، دون أن يطور ذلك من الإنتاج العلمي مما يؤكد على ضرورة وضع استراتجيات وطنية للبحث العلمي تتعدد من خلالها مصادر تمويل التعليم العالي بما يتلاءم والأهداف المخططة. The aim of this Study is to identify the sources of Funding for Higher Education and Scientific Research, and then to address the reality and prospects of the Algerian experience. While some Countries have been successful in the field of Funding Scientific Research by working to find mechanisms and means to enable them to provide budgets to spend on Scientific Research and diversification of sources, Arab Countries are still outside the circle of Scientific Development, where Research and University Institutions face many problems and challenges, the most important of which are the low levels of Funding, the failure of Scientific Research, Not to mention the low contribution of the private sector in Research Institutions and this applies to the reality of Algeria in this area is among the countries that are funded by the Higher Education Sector to the State, Which focused on spending on this Sector, without developing it from the Scientific Production, which confirm the need to develop National Strategies for Scientific Research through which the sources of financing Higher Education to fit the planned goals.
