القوة الناعمة الجزائرية اتجاه افريقيا ومنطقة الساحل... البحث في القدرات وحدود التأثير

Résumé: تناقش هذه الورقة البحثية أحد أهم المواضيع المثارة في حقل العلاقات الدولية لفترة مابعد الحرب الباردة والمتعلقة بالتغيرات التي تطرأ على مفاهيم القوة، وبروز مفهوم القوة الناعمة وسعي الدول -خاصة العظمى منها- إلى تفعيله لتحقيق الهيمنة والنفوذ، والقوة الناعمة في عمومها تهتم بالمظاهر غير التقليدية للقوة بعيدة عن الارغام والاكراه تقوم أساسا على الاقناع والترغيب من خلال تفعيل جاذبيتها الثقافية وقيمها السياسية ونوعية توجهها الخارجي، وتسعى عبرها الدول إلى التأثير في محيطها الإقليمي والدولي؛ وتهدف هذه الدراسة من خلال هذا الطرح إلى مناقشة أبعاد القوة الناعمة ومصادرها، والبحث في إمكانيات الدولة الجزائرية في توليد القوة الناعمة ومدى قدرة تفعيلها والتأثير في بيئتها الإقليمية والدولية خاصة اتجاه افريقيا ومنطقة الساحل الافريقي. This research paper discusses one of the most important topics raised in the field of international relations for the post-Cold War period, related to changes in the concepts of power, the emergence of the concept of soft power and the efforts of countries to activate it to achieve hegemony and influence, and soft power in general is concerned with non-traditional manifestations of power far from coercion and coercion. It is based mainly on persuasion and enticement, through activating its cultural attractiveness, political values and the quality of its external orientation, through which countries seek to influence their regional and international surroundings. This study aims, through this proposition, to discuss the dimensions of soft power and its sources, and to research the capabilities of the Algerian state in generating soft power and the extent of its ability to activate and influence its regional and international environment, especially towards Africa and the African Sahel.
