جائحة الكوفيد-19: أي دور لمجلس الأمن ؟ The Covid-19 Pandemic : What Role Does The Security Council Have ?

Résumé: ستتناول هذه الورقة بالبحث في الدور السلبي الذي لعبه مجلس الأمن في معالجة الأزمة الصحية العالمية الناجمة عن جائحة الكوفيد - 19سنة 2020 باعتباره جهاز يتمتع بالأدوات القانونية و الشرعية السياسية التي مكّنه منها نظام الأمن الجماعي مما جعل الدول تتصدى بصورة انفرادية للجائحة بتوجيه و إٍرشاد هيئات دولية أخرى لاسيما منظمة الصحة العالمية . This research paper will address the global health crisis caused by COVID-19 in 2020 in order to clarify the negative position adopted by the Security Council towards this crisis even through it has the legal and political tools enabled by the collective security system, which made countries face crisis unilaterally with guidance and direction buy an other international bodies , especially the World Health Organization .
