Résumé: إن وجود انظمة قانونية متداخلة في نطاق القانون الدولي الإنساني والقانون الجنائي الدولي وتأثير ذلك على للتشريعات العقابية للدول، أسهم كثيرا تطور تفعيل تطبيق قواعد القانون الدولي الإنساني على الصعيد الوطني بخلق وإيجاد أجهزة وآليات دولية لها اختصاص وطني وآليات وطنية لها إمتداد عالمي في مجال حماية الإنسانية من الآثار الجسمية للحروب والنزاعات المسلحة والقلاقل الداخلية. وكل ذلك يعود إلي إسهامات رجال القانون والمنظمات الحقوقية الدولية وغير الدولية في التأثير على إرادة الدول وتوجيه الرائ العام الدولي بضرورة إيجاد أجهزة لتفعيل تنفيذ أحكام القانون الدولي الإنساني عن الصعيدين العالمي و الداخلي.
