نظام الترقية في تسيير الموارد البشرية ضمن التشريع الجزائري

Résumé: ملخص: يعد موضوع الترقية من أهم المسائل التي تطرح على مستوى إدارة الموارد البشرية، وقد نظمها المشرع في الفصل السادس من الأمر 06/03 المتضمن القانون الأساسي للوظيفة العمومية بعنوان "الترقية في الدرجات والترقية في الرتبة". فالترقية هي العمود الفقري للحياة المهنية للموظف العام،باعتبارها حافزا ماديا ومعنويا وكعتبة مهنية في نفس الوقت،الأمر الذي يستدعى باستمرار تسليط الضوء على الوضع القائم في نظم الترقية في الإدارات والمؤسسات العمومية والكشف عن مواطن الخلل ،والوصول إلى وصفات علاجية تضمن حسن سير المسار المهني للموظف بما يحقق الرضا الوظيفي من جهة وما يضمن تثبيت وترسيخ الاستقرار والاستمرارية في المرافق العمومية و تحسينها لمستوى أدائها وتقديم خدمة عمومية لائقة من خلال موظف كفء بجودة وأقل تكلفة. Abstract: The promotion is one of the most important issues at the level of human resources management. it was organized by the legislator through order 06/03, which includes the Basic Law of the civil service, in its sixth chapter entitled 'Promotion in grades and promotion in rank’ . Promotion is the backbone of the professional life of the employee, both as a financial-moral incentive and as a professional threshold. this constantly requires highlighting the status quo in the promotion systems in public administrations and institutions, and detecting defects, for accessing therapeutic prescriptions to ensure the good career path of the employee in order to achieve job satisfaction on the one hand, ensuring stability and continuity in public utilities and improving their performance and providing a decent public service through an efficient employee on the best quality and less expensive cost
