الفلاحة اقتصاد بديل وتوجه استراتيجي للتحرر من تبعية النفط في الجزائر

Résumé: تعيش الجزائر في دوامة التبعية الاقتصادية باستيراد معظم المواد الاستهلاكية حتى البسيطة منها وأصبحت تستهلك أكثر مما تنتج (فجوة غذائية)، بل تحولت إلى ثالث مستورد للحبوب في العالم، ولم تستطع حتى تحقيق الأمن الغذائي، كما أنها لم تمتلك يوما خيارات في التصدير خارج المحروقات ولم تمتلك حتى صناعة يمكن لفائضها تصديره، وقد جاءت هذه الدراسة لتوضح أن الحكومات المتعاقبة لم تستفد من تبعات أزمة 1986 ولا حتى أزمة 2014 ومن ثم تحديد مسؤوليات الإخفاق والخروج من الاقتصاد الريعي إلى اقتصاد بديل، لتلوح الأزمة في الأفق مرة أخرى في مارس 2020 بانهيار قياسي لأسعار النفط، حيث تبقى الفلاحة هي الحل الأمثل والقطاع الأكثر إنتاجية في الجزائر الذي يكفل تحسين أداء الاقتصاد ويعزز استقراره ويضمن استدامته، ليتحول اقتصادنا من اقتصاد ريعي إلى اقتصاد أخضر. Algeria lives in a downward spiral of economic dependence by importing most even simple consumables from it and consuming more than it produces (a food gap). Rather, it has turned into the third importer of grains in the world, and has not even been able to achieve food security, nor has it ever had options in exporting outside fuels. This study came to show that successive governments did not benefit from the consequences of the 1986 crisis, not even the 2014 crisis, and then define the responsibilities of failure and exit from the rentier economy to an alternative economy, for the crisis loomed again in March 2020 with a record collapse of oil prices, where agriculture remains the solution Optimization and the sector Many productivity in Algeria, which guarantees the improvement of the performance of the economy, enhances its stability and ensures its sustainability, so that our economy can be transformed from a rentier economy to a green economy
