دراسة تحليلية لمساهمة هيئات الدعم المالي الحكومي في ترقية المشاريع المقاولاتية: واقع التجربة الجزائرية

Résumé: هدفت الدراسة إلى وصف وتحليل دور هيئات الدعم المالي الحكومي في ترقية المشاريع المقاولاتية بالجزائر، وذلك من خلال معرفة مدى مساهمة تلك الهيئات الحكومية في تمويل المشاريع المقاولاتية وتطويرها، ومن أجل تحقيق هدف الدراسة اعتمد الباحثان على المنهج الوصفي التحليلي في جمع المعلومات المتعلقة بدور تلك الهيئات بالإعتماد على إحصائيات صادرة عن الهيئات الوطنية. وتوصلت الدراسة إلى عدد من النتائج أبرزها أن آلية الدعم المالي المنتهجة لم تحقق نقلة نوعية في مجال التكنولوجيات الحديثة كونها لا تميز بين جودة المشاريع المقاولاتية. وقد أوصت الدراسة بضرورة ترقية وتأهيل كل الهيئات والإدارات ذات العلاقة بالمشاريع المقاولاتية من أجل تبسيط كافة الإجراءات المالية والإدارية لتطوير فكرة الإستثمار الخاص، وكذا العمل على زيادة عدد وحجم المبالغ المالية المخصصة لدعم تلك المشاريع، بالإضافة إلى حرص الأجهزة الحكومية الداعمة على التمييز بين نوعية المشاريع المقاولاتية وتوجيهها نحو المشاريع التي تساهم في خلق ونقل التكنولوجيا الحديثة. Abstract: This study aimed to describe and analyze the role of governmental financial support structures for the promotion of entrepreneurial projects in Algeria, through knowing the extent of the contribution of those governmental structures in the financing and development of entrepreneurial projects, In order to achieve the study goal, The researchers relied on the descriptive analytical method in collecting information related to the role of these structures, based on statistics issued by national structures. The main results of the study are that the financial support mechanism adopted didn’t achieve a qualitative move in the field of modern technologies as it doesn’t distinguish between the quality of entrepreneurial projects. The main recommendations of the study are the need to promotion and upgrade all structures and departments related to entrepreneurial projects in order to simplify all financial and administrative procedures to develop the idea of private investment, as well as working to increase the number and size of funds allocated to support those projects, in addition to the keenness of government agencies supporting the distinction between the quality of entrepreneurial projects and directed towards projects that contribute to the creation and transfer of modern technology.
