البعد الاقتصادي لحرب الخليج الثالثة وأفول الدولة الوطنية في العالم العربي

Résumé: تعرض هذه الدراسة أسباب وآثار حرب الخليج الثالثة على الدول التي كانت تربطها علاقات تجارية متينة بنظام البعث في العراق قبل أن يفل نجمه. كما تسعى أيضا إلى الوقوف على ما إذا كان انهيار هذا النظام يمكن اعتباره بمثابة آخر ورقة تسقط مما يعرف بالدولة الوطنية، أم أن هذه الأخيرة أشبه بأسطورة طائر العنقاء. وقد كشفت هذه الدراسة بأن العلاقات التجارية المتميزة لبعض الدول في المنطقة مع نظام البعث في العراق أملتها حقيقة الانتماء القومي أكثر من المصالح المتبادلة. ومن إفرازات هذه الحرب فقدان هذه الدول ما كانت تتمتع به من المزايا التفضيلية. فضلا عن ذلك، فإن زوال هذا النظام لا يبدو شرطا كافيا لقوى الاحتلال بأن تقيم نظاما ديمقراطيا حتى ولو كان على شاكلة الديمقراطيات الغربية. This paper deals with the causes and effects of the Third Gulf War on Iraq and some other countries in the region (Jordan, Syria, Turkey and Egypt), in addition to the United States. It is also the purpose of this study to attempt to find out whether the fall of the Ba'ath regime in Iraq implies the vanish of nationalism in the Arab World. This study reveals that the neighboring countries, including Egypt, have suffered substantial losses as a result of this War and its aftermath. The above mentioned Arab countries are no longer preferred nations to Iraq to deal with economically on the ideological bases as it used to be the case prior to the War. It is also argued that the occupying forces seem not be prepared to see the emergence of a democratic state in Iraq even if it is according to western standards.
