نماذج عالمية ناجحة في تفعيل الإقتصاد الأخضر من خلال الجامعات الخضراء لتحقيق التنمية المستدامة - دراسة حالة جامعتي (واجينجين، أكسفورد) المصنفتين الأولى عالميا-

Résumé: تهدف هذه الدراسة إلى إبراز أهم العناصر الأساسية التي تناولتها النماذج العالمية الناجحة للجامعات الخضراء في تفعيل الإقتصاد الأخضر وتحقيق التنمية الشاملة ، وبينت الدراسة أن الجامعة تعد أداة أساسية من أجل التوعية وزرع الفكر الإيجابي وترسيخ الإهتمام بالجانب البيئي، وتوصلت الدراسة أن التنمية المستدامة تعد تنمية مستمرة طويلة الأجل للمجتمع تهدف إلى تلبية حاجة البشرية في الوقت الحاضر وفي المستقبل عن طريق الإستخدام الرشيد للموارد الطبيعية وتجديدها، والحفاظ على الأرض للأجيال المقبلة، وإلى أن الجامعة الخضراء تعد مؤسسة تعليمية تلبي حاجتها إلى الموارد الطبيعية، مثل الطاقة والمياه والمواد، دون المساس بقدرة الناس في البلدان الأخرى وكذلك الأجيال القادمة على تلبية إحتياجاتهم الخاصة، وكذلك توصلت إلى أن الجامعات الخضراء الرائدة تعمل على تحقيق الإستدامة من خلال التركيز على عدة مجالات أساسية كالطاقة والتحصيل (الشراء) المستدام، وإدارة النفايات والنقل، المياه...إلخ، وفي الأخير أوصت الدراسة بضرورة حث الجامعات الجزائرية على تبني محتوى مفهوم الجامعة الخضراء وتطبيقه لما له من دور فعال في الحفاظ على البيئة والموارد الطبيعية وبناء إقتصاديات مستديمة؛ وكذلك ضرورة التركيز على أهم العناصر الأساسية التي تناولتها النماذج العالمية الناجحة للجامعات الخضراء في تفعيل الإقتصاد الأخضر وتحقيق التنمية الشاملة، ومحاولة تطبيقها على الواقع بالنسبة للجامعات الجزائرية. This study aims to highlight the most basic elements addressed by the successful global models of green universities in activating the green economy and achieving comprehensive development, the study showed that the university is an essential tool for raising awareness and planting positive thought and establishing interest in the environmental aspect, and the study found that sustainable development is a continuous long-term development of society aimed at meeting the need of humanity now and in the future through the rational use of natural resources and renewal, and the preservation of land for future generations, and that the Green University is an educational institution. It meets its need for natural resources, such as energy, water and materials, without compromising the ability of people in other countries as well as future generations to meet their own needs, and has also found that leading green universities are working to achieve sustainability by focusing on several key areas such as sustainable energy and collection (procurement), waste management and transportation, water... In the end, the study recommended that Algerian universities should be urged to adopt the content of the concept of green university and apply it because it has an effective role in preserving the environment Natural resources and the building of sustainable economies, as well as the need to focus on the most fundamental elements addressed by the successful global models of green universities in activating the green economy and achieving comprehensive development, and trying to apply them to the reality for Algerian universities.
