التهريب الدولي للكوكايين عبر منطقة غرب أفريقيا ولعبة المصالح بين عصابات الجريمة المنظمة وكبار المسئولين في الدولة: دراسة في حدود العلاقة

Résumé: ملخص: شهدت منطقة غرب أفريقيا في العقدين الأوّل والثاني من القرن الحادي والعشرين اِرتفاعا مطرداً لمختلف قضايا الجريمة المنظمة العابرة للحدود الوطنية، على رأسها تهريب وتجارة المخدرات بمختلف أنواعها وأشكالها، حيث شكل مخدر الكوكايين القادم من أمريكا اللاتينية حجر الزاوية داخل تلك لعبة، تحت قيادة عصابات الجريمة المنظمة والمتواطئين من المسئولين والموظفين الحكوميين من دول المنطقة، حيث كان للفساد المستشري في مفاصل تلك الدول الدور البارز لظهور تحالفات بين الطرفين. أصبحت بذلك غرب أفريقيا أحد أهم مسالك تهريب الكوكايين انطلاقا من أمريكا اللاتينية اتجاه أوروبا شمالاً أو أسيا شرقاً عبر شرق أفريقيا والشرق الأوسط، بذلك أُطلق على هذا المسلك مسمى "طريق الأمل"، حيث أعاد الأمل لدى عصابات الجريمة بعد التضييق الذي شهده المسلك التقليدي أمريكا اللاتينية-أوروبا عبر جزر الكناري وجزر الآزور، من طرف السلطات الأمنية لدول الاتحاد الأوروبي. الأمر الذي ولّد استجابة فردية وجماعية في غرب أفريقيا ضد ظاهرة تهريب المخدرات، من خلال اِستراتيجيات وطنية وإقليمية وقارية عبر المجموعة الاقتصادية لدول غرب أفريقيا -إيكواس- والإتحاد الأفريقي، بالإضافة إلى الجهود الدولية التي تجسدت في إستراتيجية كل من الاتحاد الأوروبي ومنظمة الأمم المتحدة، في إطار محاربتهما لمختلف مظاهر الإجرام المنظم العابر الحدود الوطنية ومختلف العوامل المؤدية إليه والمساعدة في اِنتشاره. Abstract: During the first and second decades of the twenty first century, the region of West Africa has witnessed a continuous increase of national trans-border organized crime, predominately smuggling all kinds of drugs. Cocaine brought from Latin America played a major role in that game under the command of organized crime and complicit local high-ranking government officials. The festering corruption in the region was the major factor of the emergence of alliances between the two parties amidst the common interests and profits made from smuggling and selling this drug consequently. West Africa has become one of the main cocaine smuggling corridors; Latin America-West Africa towards Europe in the north, or Asia in the east across east Africa and the Middle East, which is the reason behind calling this corridor: the road of hope. This road has brought back hope for crime gangs after the tight pressure conducted over the regular corridor: Latin America-Europe through the Canary Islands and the Azores Islands by the security authorities of the European Union: coast guards, customs officials, border guards...etc. All of that resulted in both an individual and collective reaction to all kinds of organized crime, especially smuggling drugs, through national strategies adopted by the states located in that region, along with regional and continental strategies by the Economic Communities of West African States (ECOWAS) and the African Union. Plus, the international efforts embodied in the strategy of the European Union and the United Nations Organization, as part of their efforts to fight all kinds of trans-continental organized crime, and all factors that cause it and help it spread.
