دراسة تقييمية تحليلية للمناخ الاستثماري في الجزائر وأثره على تنمية القطاعات المنتجة للفترة (2000-2019)

Résumé: تهدف هذه الدراسة إلى تقييم وتحليل المناخ الاستثماري في الجزائر خلال الفترة 2000-2019 ، من خلال تحليل المؤشرات الاقتصادية الكمية والنوعية و عرض مختلف الإصلاحات التي باشرتها الجزائر بغرض تشجيع المستثمر الخاص والأجنبي. ولقد أظهرت نتائج الدراسة أنّه رغم السياسات المتّبعة من طرف الجزائر سواء تعلّق الأمر بالمجال الاقتصادي، التنظيمي والتشريعي، إلا أنّ مؤشرات الأداء الاقتصادي الكلي لم تتحسّن كلّيا، كما أنّ المؤشرات الدولية المعتمدة من طرف أهمّ المؤسسات الدولية بينت أنّ المناخ الاستثماري الجزائري غير مشجع لنمو الاستثمارات المحلية والأجنبية، ومن هنا فإنّ الجزائر مطالبة بإعادة النظر في استراتيجيتها الاستثمارية. This study aims to analyze and evaluate the investment climate in Algeria during the period 2000-2019 by analyzing quantative and qualitative indicators and presenting the various reforms that Algeria has undertaken with the aim of encouraging private and foreign investors. The results of the study show that the indicators of macroeconomic performance did not improve completely, and the international institutions showed that the Algerian investment climate is not encouraging to the growth and attract local and foreign investment and from here , Algeria is required to reconsider its investment strategy.
