دور النخبة السياسية الحاكمة في بناء الدولة (الجزائر نموذجا)

Résumé: تتجه هذه الدراسة إلى البحث في الدور الذي لعبته النخبة السياسية الحاكمة في بناء الدولة في الجزائر و تحديد طبيعة النظام السياسي و الاجتماعي و ألية عمله من خلال تحليل العلاقات السلطوية داخل النظام الحاكم , ففهم العلاقة بين متغير النخبة و عملية بناء الدولة سيمكننا من فهم تطور النظام الحاكم و الكشف عن طبيعة السلطة السياسية القائمة وعن العلاقات التحتية اللارسمية التي تتمحور حولها السلطة , و أحد المفاتيح التي تجيب على مدى ديمقراطية البناء السياسي والاقتصادي و الاجتماعي . و بالإشارة إلى التجربة الجزائرية سنحاول تسليط الضوء على الدور الذي تلعبه النخبة السياسية في عملية تنشيط و ترسيخ مظاهر التنمية السياسية داخل المجتمع و الدولة مرورا بالفترات الزمنية التي لعبت فيها النخبة السياسية الحاكمة دورا رئيسيا و حاسما باعتبارها المحور الثاني التي تدور حوله السلطة في الجزائر , فهي تشكل الواجهة المدنية للسلطة السياسية و التي تتمثل في المؤسسات السياسية الدستورية رئاسة الجمهورية , رئاسة الحكومة , الوزارات , البرلمان , و مختلف الهيئات الدستورية الرقابية منها و الاستشارية و كذا إدارة الدولة المركزية . Enter This study aims to research the role that the ruling political elite played in building the state in Algeria and determine the nature of the political and social system and its mechanism of action by analyzing the authoritarian relations within the ruling system. Understanding the relationship between the elite variable and the state building process will enable us to understand the evolution of the system. Governor and disclosure of the nature of the existing political power With reference to the Algerian experience, we will try to shed light on the role that the political elite plays in the process of revitalizing and consolidating the manifestations of political development within society and the state, passing through the periods of time in which the ruling political elite played a major and decisive role. As the second axis on which the power revolves in Algeria, it constitutes the civil interface of political power, which is represented in the constitutional political institutions: the presidency of the republic, the presidency of the government, ministries, parliament, and various constitutional oversight and advisory bodies, as well as the central state administration
